Two hundred years ago, the Amphictyonic Congress of Panama brought together newly independent nations around an ambitious idea: that the countries of the Americas could face their future not in isolation, but through dialogue, cooperation, and shared political purpose. Although that early project remained unfinished, it left a lasting imprint on the hemisphere’s understanding of multilateralism.
That legacy gave particular resonance to the 56th Regular Session of the General Assembly of the Organization of American States (OAS), held from June 22 to 24, 2026, in Panama City, Panama. Under the theme “The Americas United around the Bicentennial of the Amphictyonic Congress of Panama” and the topic “Firm Multilateralism in Defense of Democracy, Hemispheric Security, and Stability in the Member States,” the Assembly returned to Panama not only to commemorate a historic milestone, but to examine what cooperation requires today in a region marked by democratic pressures, security threats, institutional strain, and growing demands for more effective regional responses.
Inaugurated by José Raúl Mulino, President of Panama, and chaired by Javier Martínez-Acha Vásquez, Panama’s Minister of Foreign Affairs, the General Assembly brought together foreign ministers, heads of delegation, permanent observers, representatives of civil society, the private sector, and institutions of the inter-American system for discussions that reflected the breadth of the region’s current agenda. Alongside the formal plenary sessions, dialogues with social actors, permanent observers, youth representatives, and other stakeholders underscored that hemispheric cooperation today depends not only on agreements among states, but also on sustained engagement with the institutions and sectors that help carry those agreements forward.
ParlAmericas participated in the Assembly in keeping with its longstanding engagement with the inter-American system and its work to connect hemispheric debates with parliamentary action across the Americas and the Caribbean. The organization was represented by Alisha Todd, Director General, and Anabella Zavagno, Deputy Director General.
In his opening remarks, OAS Secretary General Albert R. Ramdin connected the bicentennial commemoration to the current responsibilities of the inter-American system. He framed multilateralism as a way to pursue common interests, manage shared risks, and uphold agreed rules in a complex regional and global context. At the same time, he situated this vision within an agenda of institutional reform, highlighting efforts to improve coordination within the OAS, reduce and better align mandates, strengthen accountability, and connect the Organization’s priorities to its strategic planning and budget.
The Assembly’s agenda reflected a convergence of political recognition around urgent priorities for the Americas and the Caribbean. Member states addressed questions of democracy and institutional stability, hemispheric security, Haiti, and other pressing regional situations, shared prosperity, social and human development, disaster response, digital transformation, and the Organization’s own capacity to deliver on its mandates. In this context, the Assembly also addressed the situation in Bolivia in a resolution that underscored the OAS’s role as a forum for dialogue and regional accompaniment, emphasizing solidarity, de-escalation, and respect for democratic order and human rights. These discussions made clear that the region’s challenges are not isolated policy areas, but interconnected pressures on democratic governance, public trust, and institutional capacity.
Several resolutions and declarations adopted or considered during the Assembly spoke directly to priorities on ParlAmericas’ agenda, from the defense of democracy and Haiti-led stabilization to mental health, disaster response, integral development, and digital transformation. Their relevance extends beyond the Assembly itself, offering a substantive basis for continued parliamentary exchange on how regional commitments are understood, adapted, and advanced in different national contexts.
The broader program held in the framework of the Assembly placed strong emphasis on priorities closely aligned with ParlAmericas’ inter-parliamentary agenda, including both security and inclusive governance. A range of side events addressing public security and organized crime, biological risks and proliferation threats, and the recovery and reuse of organized crime assets complemented the formal discussions on hemispheric security and democratic stability. The relaunch of the private sector forum, together with youth and civil society spaces, further reflected the multi-actor character of the Assembly and the range of partners involved in hemispheric cooperation.
Of particular note were dialogues convened by the Inter-American Commission of Women of the Organization of American States (CIM/OAS), the Follow-up Mechanism to the Belém do Pará Convention (MESECVI), the Inter-American Children’s Institute (IIN), and the United Nations Population Fund (UNFPA). Within this context, the relaunch of the Belém do Pará Convention in accessible, child-friendly language for girls, boys, and adolescents further underscored the importance of inclusive approaches to advancing rights-based frameworks. These sessions addressed gender equality, women’s economic rights, the sustainability of cooperation for equality, and youth leadership. At a time when consensus around rights-based agendas is increasingly being tested, the exchanges underscored that gender equality is not a peripheral issue but a democratic and development priority that requires sustained political commitment and legislative follow-up to connect hemispheric commitments with national-level action.
The Assembly also provided the International Secretariat with an opportunity to hold bilateral meetings with United Nations partners and other stakeholders, deepening conversations on areas of shared work linked to democratic governance, gender equality, and inclusive development.
The multi-actor nature of the Assembly further reflected a recognition that democratic stability, security, and development cannot be advanced by governments alone. Dialogues with civil society, permanent observers, the private sector, youth representatives, and other partners pointed to the importance of institutions capable of listening, coordinating, and sustaining action across sectors and borders.
For ParlAmericas, this is where the parliamentary dimension of the inter-American system becomes especially relevant. Parliaments help translate hemispheric agreements into legislation, budgets, oversight, and public debate, connecting regional commitments to the institutions and processes through which they are implemented at the national level. In this sense, parliamentary engagement is not external to multilateralism; it is one of the ways such commitments acquire democratic legitimacy and practical effect.
ParlAmericas’ participation in the 56th OAS General Assembly reaffirmed the importance of connecting parliamentary voices to the hemispheric debates shaping the region’s future. As member states returned to multilateralism as an indispensable tool for defending democracy, strengthening hemispheric security, promoting stability, and advancing shared priorities, ParlAmericas will continue working with parliaments, the OAS, and other partners to support legislative dialogue, institutional follow-up, and coordinated responses across the Americas and the Caribbean.
