DIGITAL GOVERNANCE AND AI

ParlAmericas supports parliamentary leadership in digital governance by fostering dialogue, developing tools, and building strategic partnerships that equip parliamentarians in the Americas and the Caribbean to navigate the opportunities and challenges of the digital era through a rights-based approach.

Through this program, we provide knowledge resources on key issues such as cybersecurity, data protection, artificial intelligence, and digital inclusion. We also create spaces for collaboration with experts, civil society, and other stakeholders to develop forward-looking legislative strategies that promote responsible digital innovation, harness technology to strengthen democratic practices and foster inclusive economic development.

Digital Caucus

The ParlAmericas Digital Caucus is an inter-parliamentary working group dedicated to strengthening legislative dialogue on digital governance in the Americas and the Caribbean. Established in 2023 under the Open Parliament Network, the Caucus provides a space for parliamentarians to exchange legislative experiences, develop regional responses that uphold democratic principles and human rights in the digital era, and explore adaptive regulatory frameworks that address the risks and opportunities of emerging technologies.

Its work focuses on key issues such as artificial intelligence, digital rights and inclusion, the future of work, and civic technology, fostering legislative strategies that anticipate and adapt to the societal transformations driven by technological advancements.

Driving an Inclusive Digital Economy

Digital transformation is reshaping economies and societies across the Americas and the Caribbean, creating new opportunities for economic growth, innovation, and social progress. However, the benefits of digitalization remain unevenly distributed, with disparities in internet access, digital literacy, and infrastructure limiting participation in the digital economy—particularly for marginalized communities and rural populations. Without inclusive policies, the digital divide risks reinforcing existing inequalities and slowing economic development.

Parliaments play a key role in advancing legislative frameworks that foster digital inclusion, strengthen digital infrastructure, enhance digital competencies, and promote technological innovation that supports sustainable and equitable development. Strengthening regional cooperation is essential to harmonizing regulatory approaches and positioning the region as a leader in responsible digital governance.

Regional Agenda for Digital Transformation

Adopted at the IX Summit of the Americas in Los Angeles in 2022, the Regional Agenda for Digital Transformation sets commitments to expand connectivity, strengthen cybersecurity, promote digital and open government, and foster economic growth through technology. As part of its mandate to promote parliamentary engagement in the Summit of the Americas process, ParlAmericas advances this agenda by integrating its priorities into its programming, fostering legislative dialogue on digital transformation, and familiarizing parliamentarians with its key commitments to strengthen their role in its implementation.

Digital Readiness in Parliaments

In a rapidly evolving democratic landscape, digital transformation presents a vital opportunity to strengthen parliamentary work by making legislative processes more efficient, resilient, and inclusive. By integrating digital tools, parliaments can streamline workflows, enhance data management, facilitate real-time collaboration, and expand opportunities for citizen engagement—ultimately improving decision-making, institutional effectiveness, and public trust. However, this transformation also requires safeguards to address cybersecurity risks, protect data, mitigate algorithmic biases, and counter disinformation. Through this program, in collaboration with our Parliamentary Staff Networks, we explore strategies to harness digital solutions responsibly, enabling parliaments to seize the opportunities of the digital era, address its challenges, and remain prepared for the future.

Partnerships

Our Digital Governance and AI Program engages with the Expert Group on Parliaments and Digital Policy—hosted by the IPU and UNDP—to support parliamentary work on digital transformation, digital policy, and AI governance. This Expert Group serves as a global platform for parliamentarians, parliamentary staff, academics, and representatives from international organizations to exchange information, share good practices, and develop resources in these areas.
